The main goals of the new General Plan as reflected in the resulting final Plan included:

• Encourage residential development within the existing larger urban centers.

• Contain, and later reduce, growth in the surrounding smaller and more distant residential clusters.

• Integrate a system of large open space areas, promoting the creation of new wildlife passages via the construction of a network of man-made pathways

• Manage the size and intensity exiting mining operations and drilling uses in order to protect the urban center and adjacent cultural territories
